History of EXAT

Expressway Authority of Thailand (EXAT) is a state enterprise under Ministry of Transportation and communications. It is established since 1972 by announcement of the Revolutionary Council document number 290 establish on 27 November 1972, and later there is regulation adjustment by Promulgation of the Act of Expressway Authority of Thailand 2007 on 09 January 2008. At the present time, EXAT has authorized in enterprise objective as follow:1. Create or organized expressway in any way along with renovate and maintenance expressway.1. To create or organize expressway in any way along with renovate and maintenance expressway. 2. To manage or involve with expressway and others concern that is related or beneficial to EXAT.       EXAT has defined according to regulation as path or road that creates transfers or receives either by construction with soil level, above or under water level to facilitate commutation, including tunnel, ferry, parking zone, channel, or any other traffic sign for accommodating expressway. 

History background

  • 1966 Government established board of committee to solve conflict and conduct traffic
     
  • 1969 Board of committee considered changing the conflict and conduction of traffic. They have suggested to government for Economic Development Council and National Society in coordinating for helping German government for sending the experts to inspect and plan for traffic in Bangkok 19770.  Back in the day, Ministry of National Development presented through Council of Ministry for setting committee of expressway who were in charge by Ministry of Interior.21 September 1971 Council of Ministry had set board committee of expressway collector by Mr. Twin Sunthornsarntoon as Chairman of the board.
     
  • 21 September 1971 Council of Ministry had set board committee of expressway collector by Mr. Twin Sunthornsarntoon as Chairman of the board.20 October 1971 board of committee of expressway collector organization had set sub-committee to set expressway committee and sub-committee to consider of EXAT’s organization.
     
  • 20 October 1971 board of committee of expressway collector organization set sub-committee to set expressway committee and sub-committee to consider collector organization.
     
  • 17 January – 05 February 1972 Ministry of Interior sent 4 staffs to workshop in Japan and Korea for collecting information in regulation and setting organization.
     
  • 27 November 1972, sub-committee had considered creating regulation of collecting expressway fees by proposed act of Expressway Authorized of Thailand (EXAT) for committee to set policy in collecting fees and Council of State. It had been amended Act to be Announcement of Revolutionary Council and announce as regulation according to Revolutionary party document number 290 on 27 November 1972 to be State enterprise.

Every 27 of November has been considered as founder day of EXAT and its 30th anniversary on 27 November 2002. Year 2002, government set policy of changing government policy and royal decree 2 issues as follow:

        1. Royal decree transfer management and authority of government to Act of Ministry 200227 November 1972, sub-committee had considered creating regulation of collecting expressway fees by proposed act of Expressway Authorized of Thailand (EXAT) for committee to set policy in collecting fees and Council of State. It had been amend Act to be Announcement of Revolutionary Council and announce as regulation according to Revolutionary party document number 290 on 27 November 1972 to be State enterprise.

          2. Royal decree has revised regulation to synchronize with transfer Ministry of Interior authorization, management authorization and Expressway Authority of Thailand (EXAT) to be under Ministry of Transportation since 06 October 2002.
